The NIMH Congressional Justification provides the Senate and House Appropriations Committees with detailed estimates and justifications for research and research support activities that NIMH would anticipate funding at the President's Budget Request level.

The NIH's Office of Legislative Policy and Analysis
The Office of Legislative Policy and Analysis (OLPA) provides essential information, advice, and guidance on Congressional actions affecting NIH to the NIH Director, the Office of the Director, NIH’s Institutes and Centers, and the broader NIH community. OLPA coordinates NIH legislative activities with the U.S. Department of Health and Human Services to provide legislative analysis, policy development, and liaise with the U.S. Congress.

Congressional Committees that Establish NIMH's Authority
The House Committee on Energy and Commerce and the Senate Health, Education, Labor, and Pensions Committee have jurisdiction over biomedical research and development, and thus over the NIH and NIMH.
The Appropriations Subcommittees on Labor, Health and Human Services, and Education
NIMH, like all other entities supported by federal funds, receives its funding through an annual appropriations bill that must be approved by both the House and the Senate and signed by the President. Links to House and Senate Appropriations Committees.
